  4. Subject: TO ALL POTENTIAL RACES APPLICANTS: 
  5.         PLEASE READ THIS BEFORE COMPLETING A RACES APPLICATION
  6.         
  7.         Thank you for your interest in the RACES.  Before you complete this 
  8.         application, it is only fair that you have an understanding of what 
  9.         the State RACES is and what are our expectations.
  10.         
  11.         The term "RACES" is used to describe the service that enrolls 
  12.         Amateur Radio operators in a specific government (State, county or 
  13.         city) in accordance with the California State Code governing the 
  14.         registration requirements for and the use of Disaster Service 
  15.         Workers to provide government communications via the Amateur Radio 
  16.         Service.  There does not have to be a declared disaster to use 
  17.         RACES personnel.  The RACES section is an integral part of a 
  18.         government's emergency services office or to the department the 
  19.         function is delegated --- such as the sheriff, fire chief, police 
  20.         chief, communications director, etc.  When Amateurs belong to the 
  21.         State or a local government in California, they are a part of the 
  22.         RACES.  Whereas ARES usually supports non-governmental 
  23.         organizations and activities, ARES members are most welcomed and 
  24.         encouraged to join a RACES unit.
  25.         
  26.         The RACES is not a home-based Amateur Radio activity like the MARS 
  27.         or the NTS.  The RACES is used to provide tactical, logistic, and 
  28.         admiministrative communications between government facilities and 
  29.         the field under emergency conditions in less than desirable 
  30.         circumstances.  The RACES is not used for health and welfare 
  31.         traffic in the Amateur Radio sense. Most RACES personnel are 
  32.         expected to respond to government locations and incidents near and 
  33.         far in support of mutual aid missions.
  34.         
  35.         The success of emergency services in California is based upon 
  36.         mutual aid -- fire suppression forces, law enforcement, and the 
  37.         RACES. If you join as a "Level A" volunteer, you will become a part 
  38.         of a team of dedicated volunteers who have chosen to serve their 
  39.         government and community, using Amateur Radio in a professional 
  40.         manner.

  42.         All Public Safety and Emergency Services require its people to work 
  43.         together in harmony, in a calm and professional manner, adhere to 
  44.         standard operating procedures and policies, work comfortably in a 
  45.         disciplined environment, accept requests and follow orders, work on 
  46.         projects, meet deadlines, supervise others when required or 
  47.         assigned, and expect to work in emergencies -- sometimes under 
  48.         adverse conditions, away from home and creature comforts --- often 
  49.         for long periods of time.  We expect RACES applicants to have had 
  50.         prior satisfactory experience working in a structured 
  51.         organizational environment.  A RACES unit is not a training ground 
  52.         for people who have never had any of the experience and performance 
  53.         requirements stated above.  We do, of course, provide you with the 
  54.         training necessary to equip you to function properly in this agency 
  55.         and to support other jurisdictions.
  56.         
  57.         There are two levels of volunteers with which you should be 
  58.         familiar prior to completing this application.  LEVEL A personnel 
  59.

  65.         are those who intend to be or are regular volunteer staff of this 
  66.         RACES unit, accept a job responsibility, and are issued a 
  67.         government ID card.  LEVEL B volunteers are those who elect not to 
  68.         be a regular member of the staff but may be available to help in a 
  69.         major emergency;  LEVEL B personnel will be issued a Disaster 
  70.         Service Worker registration card but not a government ID card.
  71.         
  72.         We are not concerned with how many other or types of organizations, 
  73.         clubs, associations or other organizations in which you may be a 
  74.         member -- with these two exceptions:
  75.         
  76.            (1) Members of the RACES, not unlike law enforcement personnel 
  77.         and firefighters, can belong to only one government.  If you have 
  78.         an ID card previously issued by any other (State or local) 
  79.         government emergency services Amateur Radio function (RACES or 
  80.         similar), you will be required to surrender it/them along with your 
  81.         application to us; we will return them to the applicable 
  82.         governments with a letter of explanation.  Please ask us for 
  83.         clarification if you have any questions in this regard, as there 
  84.         may be certain exceptions.

  86.            (2) To be a Level A staff member you understand and agree that 
  87.         this agency will be your primary volunteer emergency activity. 
  88.         There are, of course, valid exceptions to this rule and we will be 
  89.         glad to discuss your particular circumstances. No one is 
  90.         indispensable, but we do need to know in advance under what 
  91.         circumstances you may not be available to respond when called. 
  92.         We are flexible; few things are cast in concrete!
  93.         
  94.         In conclusion you should know that the level of RACES activity does 
  95.         vary between jurisdictions. The State RACES is operational 
  96.         infrequently because major emergencies are infrequent.  The State 
  97.         RACES needs Amateurs strong in planning, management, coordination 
  98.         and written communication skills. It also needs people strong in 
  99.         technical and engineering skills to recommend and assist in the 
  100.         multi-year RACES station buildup at all State OES offices and 
  101.         emergency operations centers.  Most State RACES radio installations 
  102.         are "Done by Amateurs for Amateurs".  State operates a weekly 
  103.         Monday night net for which CW and computer skills are required.  
  104.         The State RACES mission is to move a maximum amount of record 
  105.         communications in a minimum period of time; it is for this reason 
  106.         that digital (packet and electronic RTTY) communications skills are 
  107.         the most required today.  This is augmented by those with voice and 
  108.         ATV skills.  As one Radio Officer aptly said, "Bring experience but 
  109.         leave your ego home."
  110.         
  111.         For hams seeking more mission activity than that offered by the 
  112.         State OES we recommend a county or city RACES unit.  If you seek 
  113.         specialization in forest fire communications, we recommend the VIP 
  114.         (Volunteers in Prevention) program of the California Department of 
  115.         Forestry and Fire Protection; check with their nearest Ranger Unit 
  116.         if you are interested. Many VIP members are also in a RACES unit, 
  117.         with the understanding that VIP takes priority in the fire season. 
  118.         Those seeking year round emergency activity are in both the VIP and 
  119.         the RACES.
